This paper explores cognitive warfare as a strategic domain, emphasizing its implications on modern Command and Control (C2). It highlights how adversaries exploit human cognition, digital vulnerabilities, and misinformation to compromise decision-making and operational coherence. The study seeks to identify these challenges and propose actionable solutions at strategic level for enhancing C2 resilience.
Employing a qualitative method, this research synthesizes case studies, military doctrines, and academic literature. It aims to bridge theoretical concepts and practical applications by analyzing the intersection of cognitive domain and C2 vulnerabilities.
Cognitive warfare poses significant challenges to Command and Control (C2) at the strategic level, leveraging psychological manipulation, disinformation, and technological exploitation to disrupt decision-making frameworks. Adversaries increasingly target the cohesion of leadership structures, operational coordination, and the trust in intelligence systems. Solutions must prioritize building robust resilience against these threats, integrating advanced technologies for data integrity, and fostering strategic partnerships to counter cognitive warfare effectively. The study underscores the need for a transformative approach to C2 systems, emphasizing flexibility and integration. By leveraging artificial intelligence, enhancing psychological preparedness, and establishing international cooperation, organizations can counter the rapidly evolving threats of cognitive warfare. These findings pave the way for advancing theoretical frameworks and practical strategies that address the persistent vulnerabilities of modern C2 environments.
